Latency issue :(

is my line quality check, so I don't think that is my problem.
I just recently transferred to the Tichondrius realm, coming from Mal'ganis. On MG I used to get lower 100ms and now since moving to tich, i get around 250ms+ at all times. lowest ive seen is 170ish.
my question is, what could be causing this? I haven't added any new hardware or anything. Clean of spyware/trojans etc. (occasionally get tracking cookies though). No router involved either. My friend who lives in Illinois (im in NY) is getting 90 ms on tichondrius. He runs a mac os though.
Any suggestions on how to fix this? Don't think my computer specs matter but it's a core2duo system with a built in LAN card (MSI P6N motherboard).

Might be nothing you can do. Chances are your trace to the server is routing differently then your friend. You have to go through different hops to reach your server then your friend and those hops speeds, and quantity can affect your ping. Just offering one possibility. I have noticed that on the 2 servers I play on that I get different pings, one is Oceanic, other is east coast.

Their seems to be a problem in AT&T’S long haul internet network. Playing games, like World of Warcraft or any other XBOX live, gets you lag spikes. WOW, is unplayable, and most other online games, you go from 100 ms to 2k ms. Have tried the game company and cable company, they told me the problem is middleman which in this case is AT&T networks, it’s been doing this since the 15th of July, people are complaining and calling their isps. XBOX refuses to download updates, even though network connection test works, but its cant get a constant lag free connection so it fails. Unfortunately they tell you they can't do anything about it. at the forums and you will see a lot of complaints. It seems like there is no way to contact AT&T since we are not directly a customer. So i guess we will have to make a fuss, so someone at at&t will pick up on this problem.

Well, one issue is MalG is a CST server and Tich is a PST server.
Also, from here, »www.warcraftrealms.com/realmstats.php
Tich has about 4k more total players that may add to lag.
**Note** Those numbers from that link are in no way accurate, just stating that may be the case.
On Turalyon I was getting 100-150 ms, I recently transferred to Cenarius to play with friends and I get 300-400 normally.
Turalyon is EST and low Pop.
Cenarius is PST and heavy Pop.
I knew this going in though

Rochester, NY I've been told that timezone doesnt mean a thing though with WoW servers. They're all located in the same location supposedly.
I even went on multiple other PST realms such as destromath and had 100-120ms usually.

I am having the same issue and I can tell you for a fact it is AT&T's network and not you. Once my packets hit the AT&T network, they go to hell and back again but do so slowly enough to torment Hitler and Mussolini along the way.
Since my knowledge of network topology and theory is quite backward and probably amateurish at best. The best way I can describe this problem is that I can only ascribe it to !NET-12-129-232-0-1 which is 12.129.232.0 - 12.129.233.255. I am not sure where the problem lies since according to AT&T, Blizzard and Cablevision, none of them can find the commonality between any two people who have the same issue.
Other Blizzard servers in ranges that start with 209/128/etc all seem fine and route properly. In fact, Auchindoun a east coast PVP realm is only six hops from me and goes directly from NY to DC to VA to MA and there is no hop here/there in between to Missouri or LAX.
